The cost to build a house in the Philippines in 2026 ranges from ₱18,000 to ₱75,000 per square meter, depending on three things: finish quality, location, and house type. These figures cover structural works, masonry, finishes, plumbing, electrical, roofing, and doors and windows — but exclude the lot, furniture, and appliances.

The number that matters most is the construction cost per sqm agreed in your contract. A contractor quoting ₱28,000/sqm for a 60 sqm home and a contractor quoting ₱40,000/sqm are not giving you the same thing — the difference is materials quality, labor standards, and what's actually included in scope. Many Philippine home builders get burned by low per-sqm quotes that exclude MEP (mechanical, electrical, plumbing), tiling, or painting.

Metro Manila construction consistently runs 20–25% above the national average. Cebu runs 15–20% above. Provincial builds — outside major cities — run closest to the base rates listed below. The 4 Finish Tiers Explained

Basic (₱18,000–₱28,000/sqm) — Plain cement plaster walls, painted hollow-block exterior, jalousie windows, basic bathroom fixtures, no ceiling or plain concrete slab ceiling. Minimum livable standard for socialized housing. Structural integrity is compliant but finishes are raw.

Standard (₱28,000–₱40,000/sqm) — Ceramic floor tiles, skim-coated and painted walls, aluminum-frame sliding windows, basic gypsum board ceiling, mid-grade bathroom fixtures. Most common tier for new residential builds in provincial cities. Most OFW-funded builds land here.

Mid-Range (₱40,000–₱55,000/sqm) — 60×60 homogeneous tiles, modular kitchen, casement windows, recessed lighting, tiled wet areas, quality plumbing fixtures. Sweet spot for urban professionals building in Metro Manila or Cebu.

High-End (₱55,000–₱75,000/sqm) — Imported tiles, custom cabinetry, architectural concrete, smart home pre-wiring, premium fixtures throughout. The ₱75,000 figure is a mid-luxury benchmark — true luxury builds in BGC can exceed ₱120,000/sqm.

What's Included in the Per-SQM Rate?

A legitimate per-sqm quote should cover: structural works (footings, columns, beams, slabs), masonry (CHB walls, plastering), roofing and roof framing, floor and wall finishes, doors and windows, ceiling works, electrical rough-in and fixtures, and plumbing rough-in and fixtures. Ask for a written scope that confirms all 12 categories.

Typically excluded: Building permit fees (₱20,000–₱80,000), professional fees (8–10% of project cost), lot development, perimeter fence, and utility connection fees. Budget an additional 20–25% on top of construction cost for these items.
